Introductions and Opening Remarks AAMPO Chair Cabello Havrda and CAMPO Chair Long welcomed everyone and provided opening remarks. The meeting began at 10:00 a.m. 2. Presentation on the IH 35 Planning and Environmental Linkages Study The Texas Department of Transportation provided a presentation and update on a planning study to evaluate potential improvements along IH 35 from SH 45 Southeast in the Austin area to County Road 382/Cibolo Valley Drive in the San Antonio region. Discussion on Joint Greenhouse Gas Emissions Target Setting for the San Marcos Urbanized Area AAMPO Director, Sid Martinez and CAMPO Director, Ashby Johnson, provided a brief presentation and update on the Federal Highway Administration’s final rule on performance measures for reporting of greenhouse gas (GHG) emissions. The rule states that for urbanized areas that are overlapped by the metropolitan planning area boundaries of two or more MPOs, those MPOs shall collectively establish a single joint 4-year target for that urbanized area. The San Marcos Urbanized Area extends into both AAMPO and CAMPO boundaries and will be subject to this rule. For information and discussion only. 4.
